Check out the chairs

You poke around a bit. Folks have attached a bunch of branches to chairs, but they're not stacked up. Makes these look a bit more like bushes than trees. And bushes, for whatever reason, just aren't nearly as creepy.

You poke around a bit. Folks have stacked the chairs high and arranged them with branches. It looks like they're ready for someone to… hopefully do something to make them look like trees.

Some dimmer light will help, but wrapping them in some sort of fake bark or even brown paper would do a lot. It definitely looks like they're on the right track, though.

You poke around a bit. The chairs are scattered, but you can see the general plan: stack them up, festoon them with branches, wrap them in paper, and call them trees.

It'll actually be pretty convincing once they dim the lights.

Finish with woodland crepe

Or, if there are no trees tall enough:

You consider finishing off one of the trees, but you can't find one tall enough to look legitimate. Bushes just aren't that scary.

Keep wandering

The ballroom is still pretty empty, but you head over towards the walls to poke around more.
